1 INTRODUCTION
The main objective of the project is for export purpose for good and services produced in the Pader industrial park and agribusiness. It is estimated that the projected we will be able to handle goods of over 50(plus) million tonnes per year from the local production once the project is completed in the next 5years period.
The port is also more of an inter transport model dry port that will ease movement of goods from and to Southern Sudan, link Uganda with Northern Kenya to Turkana and to Lamu port and also link the Western Uganda with the North and Southern Uganda in terms of roads, railway, oil and Gas pipelines etc.
The proposed Pader dry port is to be constructed on a 1,500acres land in Pader in Acholi Ranches is an inland intermodal terminal directly connected by road or rail to Southern Sudan, Northern Uganda Turkana corridor that will be joining to Lamu , Kampala and Westen Uganda and is going operate as a centre for the transshipment of cargo to inland destinations.
In addition to their role in cargo transshipment, the dry port may also include facilities for storage and consolidation of goods, maintenance for road or rail cargo carriers and customs clearance services. The location of these facilities at a dry port relieves competition for storage and customs space at the inland port in Kampala itself.
The proposed Pader dry inland port in meant to speed the flow of cargo between ships and major land transportation networks, creating a more central distribution point. Inland port can improve the movement of imports and exports, moving the time-consuming sorting and processing of containers inland, away from congested inland port and seaports.
The main purpose of this project is to transform the region which has great potential in terms mining, industries, farming, trade and bring development to the area in terms of creating, designing, funding and construction of technical inland dry port facilities and other related supporting infrastructure facilities to develop an Pader dry port.
The project aims transform the Pader Dry Port to a :-
1) Cargo Terminal Centre
10 Million tons p.a. – General Cargo (fresh and frozen goods, forestry, paper)
20 Million tons p.a. – Dry Bulks (metals, minerals, grains)
25 Million tons p.a. – Liquid Bulks in terms of oil and gas storage to Uganda Pipeline Corporation, and future.
2). Creating an intermodal container Centre through strong Shipping industry (i.e. Standardized shipping container) in international transport. Rather than goods being loaded and unloaded in such ports, shipping containers can just be transferred between ship and road vehicle or ship and train. The container may be transferred again between road and rail elsewhere and the goods are only loaded or unloaded at their point of origin or final destination.
3). Commercial Centre with processing and packaging industries and value addition and component manufacture when it comes to industries.
4). Independent Power and water generation Centre to support the industries using boreholes water and through desalination of the borehole waters and any other water sources available within the area.
5). Major transit hub Centre in terms of roads, railway lines, storage and pipeline facilities with new NCBD, hotels, housing using prefabricated technologies, modern roads on polymer technology, teaching hospital, education centers, sports complex with 40,000 people capacity, for the to serve East African Market Region.
The Pader Dry Port Project is submitted as a Privately Initiated Investment Proposal in accordance with the provisions of Government of Uganda. Pader Dry Port is integrated with vision 2035 Uganda Development Strategic Plan 2035.
This shall form part of an important economic industrial park to serve Northan Uganda, Kampala and Souther Sudan that will utilize and exploit the natural resources. The planned development program of setting up of the integrated economic industrial dry port will have independent power energy generation, water desalination, heavy mineral smelting industries, mining, agriculture and fishing will open up the hinterland and create wealth and employment opportunities to the country.
Muis Investments ltd and ISG MGm-UK have already entered into a Contractual arrangement to develop the Pader Dry Port. Thus boosting trade, farming, mineral processing and upcoming commercial development in the region.
The proposed Pader Dry Port in Acholi Ranches is to be developed by Muis & ISG MGM UK in partnership with Uganda Ministry of Transport (ports department) (Project Grantor) and Uganda Revenue Authority.
